On Tuesday, July 8th, participating IHOP Restaurants are celebrating their 56th Anniversary! They are rolling back the prices of their Original Buttermilk Pancake Short Stacks to only 56¢ from 7 am to 7 pm!
The offer is only valid at participating IHOP restaurants; so I would simply call before going just to make sure your local restaurant is participating. There is a limit of one order per guest, for dine in only, and it is not valid with any other coupons or discounts.
